49f5e7ee27 target/toolchain/Config.in: Clarify packaging of toolchain. 
Change the "help" info to emphasize that this option refers
specifically to packaging the toolchain that would be built anyway.

db196bcbf9 Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
